MARITIME AUTHORITY: IMPLEMENTATION OF TOLL COLLECTION OF 1 USD PER PERSON FOR TOURIST TRANSPORTATION AT SEA

• The Zanzibar Maritime Authority Act, No 3, 2009
• The Maritime Transport Act, No. 5, 2006 and the Maritime Transport (Fees and
  Charges) Regulations .

The Zanzibar maritime authority has set rules and regulations that have the intention to
oversee,protect, safeguard and regulate the use of the ocean.To this end the authority has
introduced a 1 Usd fee charged on tourists for use of the ocean be it transport to and from the
main island to the smaller islands in Zanzibar and any other activities that involve use of the
ocean.

Timeline

• Zanzibar maritime authority has thus issued a letter on 28th August, 2023 to all the
  stakeholders that, From the 1st september 2023 the implementation of collecting the 1
  usd will commence. The authority has also provided forms that will be used to fill the
  names, nationalities, and the activities they will be doing at sea. All stakeholders are
  hereby called upon and notified to comply with the instructions given by the authority.
• Per the letter above the fee collection would begin on September 1st. However, It has
  been stated that the collection date has been postponed until further notice.
• An official statement from ZMA will be issued with regards to confirmation of
  commencement of collection of the fee.
• This fee will be applicable to all vessels, measuring 4 metres and above, operating in
  the ocean and will be charged on a per-person, per-trip basis. Tanzanians and foreigners
  with resident permits will not be subject to this fee. ZMA will announce the
  commencement date for collecting the fee and provide clear instructions on how to
  make payments
